Site work started in May, 2006, and the expected completion of the new elementary is fall, 2008.&lt;/p&gt;&lt;p&gt;The construction project manager, Scott Kirk, discussed the current activity at the construction site. According to Kirk, Sidewinder Electric Co., Inc. was installing cable trays in the high school. At the new elementary site, the block layers were starting the west gym wall, and the roof line was close to completion in the two-story academic wing. Matt Blunt signed into law Monday legislation encouraging, but not requiring, utilities to curb their use of fossil fuels over the next 13 years. Rob Kauffman, it would take 36,500 days, five decades, 100 years, a full century to be fully realized! This is too little and much too late. Indeed, it is an unacceptable time frame. Many, if not most of us, have a notion this should be done much faster with a minimum 50 percent reduction to the House. This would reduce the House to 100 members in our lifetimes, not our great-great grandchildren's lives.   &lt;/p&gt;&lt;p&gt;Preparation now to reduce the Legislature by 25 percent to begin in the 2008-09 term would enable another 25 percent reduction in the 2012-13 term using the 2010 census as a guide to redistricting. The House experienced a 25 percent turnover this term with little or no noticeable negative effects. One would not expect a loss of 53 members in 2008 to have any detrimental effect on the House's capabilities to govern.   &lt;/p&gt;&lt;p&gt;As Rep. Many elements of the infrastructure had outlived their life expectancy. Replacing and repairing them, the experts warned, would be expensive and difficult.&lt;/p&gt;&lt;p&gt;The experts, alas, were right. You need look no further than the $535 million U.S. Highway 40 reconstruction project or the $600 million project to repair 800 dilapidated Missouri bridges. Actually, you need look no further than your mailbox and your bill from the Metropolitan Sewer District.&lt;/p&gt;&lt;p&gt;Three years ago, the average residential customer paid $16.87 per month to MSD for sewer service. This year, under changes proposed to MSD's rate commission, that same customer would pay $28.74 a month. They will involve numerous universities, national laboratories and private companies as partners.&lt;/p&gt;&lt;p&gt;The goal of the centers -- which are to be formally announced today at a press conference scheduled for 12:15 p.m. (CDT) in Washington, D.C. -- is to bring new technologies to market in five years.
