The court did not find, as The Times implies, that the WEA violated or intended to violate the law. Indeed, evidence presented in lower courts shows that the WEA made every good-faith effort to fully abide by an ambiguous and internally inconsistent set of rules.&lt;/p&gt;&lt;p&gt;The justices have sent the matter back to state courts to rule on the narrow, technical issues that remain unresolved. There was no way to independently confirm the report.     &lt;/p&gt;&lt;p&gt;The Web site of the left-wing news agency Anncol carried a statement purportedly from the western command of the Revolutionary Armed Forces of Colombia, or FARC.
