Our organization has had the pleasure of watching numerous players join the league as novices and progress into excellent ballplayers. As these players get older some have high hopes of playing for their high school and continuing to play at college level. The league I am affiliated with would have no greater joy than to see these girls fulfill those hopes and dreams. Our league strives to teach these girls the skills they will need at those levels.&lt;/p&gt;&lt;p&gt;It has come to my attention that many of our older players have been told by the high school coaches that they have to choose between playing for our league or playing for their school. The coaches (at the school) are telling them if they play for the school they are not allowed to play in our league. This is only partially true. According to IHSAA rules they cannot play both at the same time. But any player who plays for their school may sign up in our league. However, acclaimed lawyers, including Governor Kaine say it is constitutional. The reason for the strain is that the related debt does not have a dedicated revenue source backing it. If the delegate and his colleagues would devote some energy on 'can do' instead of 'can't do' perhaps we could get a comprehensive transportation program moving. The last time Virginia did this was under Governor Baliles in 1988.&lt;/p&gt;&lt;p&gt;One of the conventional ways in which metro areas have dealt with transportation problems going back to the 50s has been through the use of 'revenue bonds' which by their name are attached to a dedicated revenue source -- money that is raised for a specific purpose and used exclusively for that purpose -- usually a gasoline (user) tax. For several years, conservative members of the Virginia General Assembly -- the ones who are experts in municipal finance -- have called for a 5 cent a gallon gas tax hike to begin to fund our way out of the regional transportation mess.&lt;/p&gt;&lt;p&gt;However, other legislators, year-after-year, refuse to provide dedicated funding. Reyes stretched it into a double and Cust's throw to second sailed into left field. Reyes, who went into second headfirst, scrambled to his feet and scored on the two-base error.&lt;/p&gt;&lt;p&gt;It was downhill from there for Oakland.
