The mother of a 6-week-old boy whose genitalia were severed from his body tested positive for cocaine and methadone a day after she alerted neighbors of the injuries and blamed the wounds on a family pet, Child Protective Services said Wednesday.
The 25-year-old woman, whose name is not being published by the Houston Chronicle, has not been charged with any wrongdoing in her baby's injuries, which she says were inflicted by the family's dachshund.
She admitted herself into a hospital treatment program for undisclosed reasons late last week, two days after the attack at the family's Clear Lake-area apartment, but was discharged Tuesday, said CPS spokeswoman Estella Olguin.

A report recently released by Substance Abuse & Mental Health Services Administration said cocaine, heroin, hallucinogens and alcohol abuse remained consistent from 2004 to 2005.
But prescription pill abuse leaped 21 percent in the same period of time, according to the report.
"I've been doing my job for seven years," said Trey Edwards, a pharmacy diversion investigator for the Lake County Narcotics Agency. "This is the first study I've seen that says it's going up."

DNA test was ordered by a Bahamian court judge on Tuesday to determine who is the real father of Anna Nicole Smith's infant daughter, Dannielynn.
Virgie Arthur, the late Playboy playmate's mother, confirmed to ABC News that a test was ordered in a closed court hearing on the Bahamian island of Nassau, though she declined further comment on the day's proceedings.
Larry Birkhead, the man many believe to be the father of the 6-month-old baby, was jubilant as he emerged from the courthouse.

EVANSVILLE - An Indiana bill, close to becoming law, would prevent any new Methadone clinics from popping up across the state. Some lawmakers believe getting the drug is far too easy.
Methadone is a prescription to help people deal with addictions to opiates like Heroin or Oxy Contin. One of the bill's supporters is worried patients are getting too many doses of the medication, and maybe even selling it.
The Evansville Treatment Center is one of 13 Methadone clinics in the state, where patients go to take and receive Methadone. If Senate Bill 450 passes, no more clinics will go up before 2009. That's because authors of the bill want to changes to how the medication is dispersed.

A Canyon Lake man serving time for drug possession was charged Monday with three counts of aggravated assault with a deadly weapon.
Investigators believe Dale Forrest Farnsworth Jr., 18, was responsible for a March 3 drive-by shooting in Canyon Lake, said Comal County sheriffs Detective Wayne Lehman. He said Farnsworth allegedly shot at three people on Sir Galahad in Startzville, but no one was injured.
Basically, it was a beef between the individual and another person, he said, adding that none of the victims was the intended target. For them it was a case of mistaken identity.

Dear Dr. Donohue: I had a double heart bypass done seven years ago. I have emphysema. Now I have three out of four heart valves that are bad. My doctor says I need surgery, but he wants to put it off as long as possible because of my health. I have had many surgeries, but for the first time in my life, I am scared of surgery.
What is the function of heart valves? What causes them to go bad? What types of replacement valves are available?
Dear J.B.: The four heart valves keep blood flowing in the right direction from one heart chamber to the next, and finally out of the heart. Serious valve problems can happen to any of the four valves, but the two valves most often affected are the aortic valve and the mitral valve. The aortic valve prevents blood from flowing back into the heart after the left ventricle pumps it out. The mitral valve prevents blood from flowing back into the left atrium after it has filled the left ventricle.

FORT PIERCE ? A Port St. Lucie woman accused of killing a 17-year-old boy while driving under the influence of prescription drugs agreed to skip a trial Monday and leave her fate to the judge.
Joy Snedden, 43, pleaded no contest to charges of DUI manslaughter, DUI with serious bodily injury, leaving the scene of an accident with a death and driving with a suspended license, court records show. There was no agreement with prosecutors in place as far as a possible punishment, meaning Circuit Judge Burton Conner will make the final decision when she is sentenced.

INDIANAPOLIS A bill that would temporarily halt the licensing of new methadone clinics and order the state to review the way it regulates them passed the House yesterday.
The Senate has passed a slightly different version of the bill, but its author, Sen. Connie Sipes, D-New Albany, said she plans to ask the chamber to accept the House's changes.
As passed 90-8 yesterday, Senate Bill 450 puts a moratorium on licensing any new methadone clinics through Dec. 31, 2008. The Senate version included an open-ended moratorium on the clinics, which administer a synthetic opiate that eases withdrawal pain for users of heroin or prescription painkillers such as OxyContin.

LOS ANGELES Iraq war veteran Justin Bailey checked himself into the West Los Angeles VA Medical Center just after Thanksgiving.
Among the first wave of Marines sent into battle, the young rifleman had been diagnosed since his return with post-traumatic stress disorder and a groin injury.
Now, Bailey acknowledged to his family and a friend, he needed immediate treatment for his addiction to prescription and street drugs.

It is a promise that has been made to generations of brave men and women in the Unites States military: put your life on the line to defend your country, and your country will take care of you in your time of need.
But a CBS 11 News investigation reveals that some patients at the Dallas Veterans Affairs Hospital say they served their time in the military, but when they needed top-notch medical care, they were met with neglect, incompetence and malpractice.
The complaints come in the wake of the recent scandal at Walter Reed Hospital in Washington, D.C. and just as a presidential commission begins its review of veteran and troop care at military and VA hospitals around the country. Despite the fact that Walter Reed is a military hospital, not part of the VA healthcare system, the complaints coming from both hospitals are similar.

FORT PIERCE — — The 43-year-old woman accused of running over a teenage boy in his driveway, killing him as he walked to his bus stop in 2005, will avoid a trial after she pleaded no contest Monday morning to several charges including DUI manslaughter.
On the same morning lawyers were told to prepare to pick a jury in her case, Joy Snedden instead said she wanted to plead no contest to every charge she faces, without a negotiated agreement with prosecutors.
She could face a maximum sentence of 60 years in prison. Circuit Judge Burton Conner will decide her punishment in Snedden's May sentencing hearing.

Porter-Starke Services Inc. has a few more hurdles to pass before its methadone clinic opens its doors.
The state approved Porter-Starke's application, but several state and federal agencies also must sign off on the decision.
Carmen Arlt, director of Chemical Dependancy and Addictions, said Porter-Starke wants to start providing methadone treatment for heroin addiction on July 1.

"Of course it's desperation," said Stanford University professor Stephen Schneider. "It's planetary methadone for our planetary heroin addiction. It does come out of the pessimism of any realist that says this planet can't be trusted to do the right thing."
NASA is putting the finishing touches on a report summing up some of these ideas and has spent $75,000 to map out rough details of the sun-shade concept. One of the premier climate modeling centers in the United States, the National Center for Atmospheric Research, has spent the last six weeks running computer simulations of the man-made volcano scenario and will soon turn its attention to the space umbrella idea.

WELLSBURG A former Follansbee couple have been indicted for allegedly failing to prevent their 1-year-old child from ingesting a drug that led to her death.
Shawn Liggett, 29, and his wife Traci, 25, of Westerville were each indicted on one count of child neglect resulting in death by a Brooke County grand jury Monday.
The state medical examiner found traces of methadone in the body of Kylie Jade Liggett following her death on Dec. 11, 2005.

HASTINGS -- Nearly a year after a 13-year-old Shelbyville girl died of a drug overdose, authorities have charged a 15-year-old former classmate with giving her the pills that caused her death.
Susan Falvo, 15, is charged with delivery of a controlled substance causing death. She also is accused of possessing methadone, vicodin and marijuana.
Two of those prescription drugs -- methadone and vicodin -- were found in the body of Falvo's friend, Lexy Purdum, when she died in her home May 6.

IN HIS budget address, Gov. Rod Blagojevich outlined a bold strategy to ensure all residents have access to affordable health care and to significantly increase the state's contribution to education. The historic level of funding he is proposing will improve learning in the classroom and address the savage inequalities of public education funding. These reforms are built on a plan that dramatically reduces unfunded pension obligations and spreads the responsibility across the entire Illinois economy.
Our children will benefit greatly by the governor's Helping Kids Learn plan, which will increase funding to our schools by $10 billion over four years. This comprehensive strategy improves quality in the classroom, raises the bar for accountability, builds needed infrastructure and fundamentally addresses the chronic under-funding that has plagued our schools for decades.
Most importantly, Helping Kids Learn will close the unconscionable gap between educational haves and have-nots. It will increase the Foundation Level provided to all schools by $686 to $6,020 during the next school year. It provides $1.5 billion to build and repair schools. It supports our teachers by expanding mentoring and improving our colleges of education. We also are accelerating Preschool for All and making full-day kindergarten available in all schools.

The Centers for Disease Control and Prevention states that approximately 1 million of our nation's children under the age of 5 are exposed to poisonous substances each year and more than 2 million poisonings are reported each year to the 61 Poison Control Centers across the country.
Most of these instances are preventable and result from the ingestion of household products. The Consumer Product Safety Commission requires child-resistant packaging for many medicines and household chemicals, and it is important for parents and adults to remember to act responsibly by storing these substances out of the reach of children.
March 18-24 has been designated by the president and Congress of the United States as National Poison Prevention Week. This yearly event helps raise awareness about the dangers of poison exposure. Our Nation has made great progress in reducing the number of poison-related deaths and injuries since the first National Poison Prevention Week in 1962, yet poisonings remain a threat to the health and safety of many Americans.

On the fourth anniversary of the Iraq War, there's a hint of the bad old days in the Veterans Administration system nationwide. Stories again abound about the wounded who wallow in sorry facilities and insufferable bureaucracy. And they bring to mind some of what I've seen and felt along my own long road to recovery after Vietnam.
To recall how the VA treated patients after that ugly war, I need only to remember Pete. I met him in 1971 at a VA hospital in New York City. He'd left his legs in a booby trap in Vietnam. So they doped him up to relieve chronic pain. When doctors stopped the meds, a friend on the ward got him heroin. And Pete got hooked.
To maintain orbit, Pete went into business, buying the stuff wholesale with VA disability payments and peddling it to amputees at the hospital. No one on the staff knew, or cared -- until Pete got hepatitis from an infected needle. Then Pete, who had served with the U.S. Army's 25th Infantry Division, joined 71 other addicts in a methadone program. The ''anti-dope'' dope brought order to a rambunctious ward.

MT. ORAB - Police are searching for ex- pharmacist Daniel Behrens who was caught stealing drugs from Fitzgerald's Mt. Orab Pharmacy in January of this year. Behrens was supposed to appear in court March 9 to answer for his crimes and to serve three years in prison, but never showed up for his trial. A nation-wide manhunt is underway.
Behrens was found guilty of stealing over $57,000 in pills, such as oxycontin, methadone and adderall from Fitzgerald's and has falsified the billing of the stolen drugs, which cost the government $48,000. He was also suspected of selling the stolen pills, which would have had a street value between $40 and $80 per pill.
The Pharmacy Board has temporarily suspended Behrens' pharmacist license and is in the process of revoking it completely. According to WKRC-TV Cincinnati, Behrens was last seen in the Jacksonville, Fla., area and is thought to be searching for a plane to Mexico.

A 4-foot-tall, overweight, alcoholic, heroin-addicted airline pilot placed an order on a Web site for steroids, Ritalin and methadone, noting in the online questionnaire that he wanted ?to get high to fly.?
Two days later, the package arrived.
Unfortunately for Dr. David Stephenson, who ran the site from his home near Syracuse, the ?pilot? was actually a New York state investigator looking to see just how difficult it was to buy controlled substances online without ever seeing a physician, a crime in that state and several others.

A judge Tuesday ordered Robert Lee Anderson, 21, of Iron Mountain bound over for trial on a felony charge that accuses him of furnishing methadone to a fellow employee at Aurora Castings.
The person who allegedly received the methadone, Anthony Mann, 53, of Commonwealth, was taken to Dickinson County Memorial Hospital the afternoon of Feb. 16 after being found passed out in a company washroom, according to a Florence County Sheriff?s Department complaint and testimony at Tuesday?s preliminary hearing.
After receiving treatment at DCH, Mann reportedly went to the home of a friend in Pembine. Early the morning of Feb. 17, authorities found Mann unresponsive. After attempts to resuscitate him, he was rushed to DCH, where he was pronounced dead, the Sheriff?s Office has said.

Nearly 177,000 Oregonians abuse pain pills such as OxyContin and Vicodin for nonmedical reasons each year -- almost six times the number that use methamphetamine.
Oregon has one of the highest rates of painkiller abuse in the 50 states, especially among kids 12 to 17. And while the use of most illegal drugs, including meth, seems to be falling, there's no evidence of a decrease in the number of people popping pain pills.
"The meth problem is not nearly as large as the prescription opiate problem," said John Gardin, who runs the Adapt drug treatment center in Roseburg.

A Giles County woman is charged with second-degree murder and TennCare fraud in connection with the methadone overdose death of a man she allegedly traded the drug to after obtaining it from a pharmacy and letting TennCare pay for it.Christy R. LAKE PLACID A Lake Placid man was in the care of the U.S. Secret Service on Friday, charged in connection with a counterfeit money operation reportedly discovered in his car and home.
According to the Highlands County sheriffs Criminal Investigations Unit, on the evening of March 6, the sheriffs office was contacted by the owner of Hawthornes Grocery Store, who received 12 counterfeit $20 bills.
The complainant stated she received this money as payment for a check that was cashed at her business, which was later declined for insufficient funds, according to the arrest report.

An indictment does not mean a person is guilty. It means the grand jury believes there is enough evidence in the case for the district attorneys office to proceed with prosecution. The Walker grand jury generally meets the first Tuesday each month to begin hearing evidence in criminal cases. Information for this arti-cle was provided by the district attorneys office in LaFayette.
A Walker County Superior Court grand jury on Tuesday, March 6, indicted these people:
* Sumer Crisp of Chapman Court, LaFayette, one count of obstruction of an officer, one count of simple battery, one count of battery violating the Family Violence Act, one count of hindering emergency telephone call, one count of underage possession of alcohol.

PALM BAY - The missing mother of two abandoned children was located Thursday night at a Motel 6 in Cocoa Beach, shortly after her boyfriend was arrested at a gas station in Melbourne.
The young children had severe bruises apparently from a recent beating, and Robert Michael Camera, 23, was charged with four counts of aggravated child abuse, said Yvonne Martinez, Palm Bay police spokeswoman.
Camera and Amanda Marie White, 27, the mother of the two children, had left them with Camera's sister on Tuesday. White is not being charged and is cooperating with the investigation, police said.
