It's no easy thing to get a handle on a subject like substance abuse, especially in the purportedly idyllic setting of the Texas Hill Country. It's hard to know who's exaggerating, who's in denial, who's a victim, who's blindly condemnatory, who's passive, who's a crook…and who's simply and purely uninformed. WASHINGTON (AP) - DC police and federal authorities say they've broken up a drug trafficking network that supplied PCP to neighborhoods.

Police arrested 21 people this week in raids in the District, Maryland and Virginia. They also seized $300,000 in cash, 17 firearms, half a kilogram of heroin and several gallons of PCP. Twenty-six people were charged in two indictments announced yesterday.

Police Chief Cathy Lanier says the investigation started two years ago as an investigation into small-time dealing following a traffic stop. It led to a major drug pipeline across the country into DC.

Authorities said yesterday that they had broken up a drug-trafficking network that was supplying significant quantities of PCP to neighborhoods in the District.

The investigation, launched by the D.C. police two years ago after a routine traffic stop in Northwest Washington, culminated in raids this week in the District, Maryland and Virginia and in the arrest of 21 people on charges of conspiring to distribute PCP and heroin.

"This started as an investigation of small-time drug dealing that led up to a major, major drug pipeline across the country into Washington, D.C.," Police Chief Cathy L. Lanier said yesterday at a news conference.
