We must avoid two extremes in order to understand and win the kind of wars our country is fighting in Afghanistan and Iraq.

It would be a mistake to continue applying to insurgencies the kind of "find, fix and finish" operations that were developed for purely military wars, in effect addressing symptoms but not causes. The opposite mistake is to despair that traditional measures of success, such as body counts and the seizure of key terrain, don't produce success, and to quit rather than adapt. Both conclusions are intellectually lazy, and neither is appropriate if we care about protecting our way of life.

Community Bulletin Board

The Fallon Lions Club's second annual Bed Race will be held after the Fourth of July parade. "The tall tree attracts the wind," and from now on China will be the main target of the criticism that used to be directed at the United States for refusing to accept binding limits on its greenhouse gas emissions.

What's particularly striking is the speed with which China has passed the United States. In 2005 its CO2 emissions were 2 percent lower than those of the U.S.; in 2006 they were 8 percent higher. Yet China only has four times the population of the United States, and the average Chinese is nothing like a quarter as rich as the average American. In fact, the vast majority of Chinese don't even own cars. So why does China produce so much CO2?

One reason is cement. The pace of building in China is so intense that the country produces 44 percent of the world's cement (the U.S. produces 4 percent), and cement production is a major source of greenhouse gases. The main culprit, however, is coal, which accounts for 70 percent of China's energy consumption.

North Country Scene for June 26

10:30-11 a.m. Tree I.D. The artist, a concerned yet mischievous owner, upped the comedy ante by shouting at Tiller, who, being an obedient pet, stopped pursuing his nemesis, loosened his grip on a branch and plummeted to the ground like a cartoon character.

Wyeth, who considers his life a journal of pictures, just had to preserve this Looney Tune for posterity. In ''Tiller Catting,'' a 2003 mixed-media work, he depicted his dog fiercely chinning himself on the fourth branch from the ground, his splayed limbs three limbs below his utterly relaxed enemy. The portrait brims with pretty much everything Wyeth and his wife, Phyllis, love about their four Jack Russells. As Wyeth points out, their pets are recklessly funny in their fearlessness, chronically entertaining in their role as ''big dogs with short legs.''

Tiller and his circus siblings -- Homer, Dozer, Ziggy Pop -- romp in ''Dog Days of Summer,'' an exhibition of four decades of Wyeth's canine pictures at the Brandywine River Museum in Chadds Ford, a center for works by Wyeth; his father, Andrew, and his grandfather, N.C. The show is an alert, absorbing cyclorama of what dogs do for a living. Explore. Hunt. Sail. Sled. Hang out. Throw up. Sleep. Dream. Guard everything from a beehive to a sick master.

Fund-raisers set for veterans park

WELLSBURG Members of the Brooke County Veterans Memorial Park Foundation have announced two more fund-raisers while preparing to decide on a site for the park and seeking more involvement from local veterans.

Jim Lee, who was named the groups new president earlier this year, said there are plans to form an advisory committee comprised of local veterans.
