WASHINGTON - The House voted Wednesday to make phone "spoofing," the use of fake caller ID information to defraud people, a felony subject to up to five years in prison.
The vote was 413-1.
"Spoofing is not just annoying. It is the latest tactic for committing identity fraud and other types of fraud that cost victims thousands or many times hundreds of thousands of dollars," said Rep. Lamar Smith, R-Texas.

The city lets local elected officials park for free at Houston's two major airports and many of them take full advantage, records show.
More than 100 state and federal lawmakers, city officials and some other dignitaries have had about $100,000 in parking fees waived at Hobby and Bush Intercontinental airports since 2004, according to records obtained by the Houston Chronicle.
Airport officials defend what they call a "courtesy" program, which has been in place since the 1980s, saying it's only intended for official travel. They say it carries no cost, other than some lost revenue, and helps foster good working relationships with officials whose jobs benefit the region.

At this moment, just in the two largest political parties, there appears to be about 22 people seriously hoping to become the next President. If we were to consider the minor parties that hopeful number might double, but Republicans include Sam Brownback, Jim Gilmore, Newt Gingrich, Rudy Giuliani, Chuck Hagel, Mike Huckabee, Duncan Hunter, John McCain, George Pataki, Ron Paul, Mitt Romney, Tom Tancredo and Tommy Thompson. Most people have never consciously heard about most of these hopefuls.
In reality, there are only four well-known Republican candidates who have a ghost of a chance of being nominated: Gingrich, Giuliani, McCain and Romney and it probably excludes the person who would be the best president for America. Over the next 18 months the baggage of each of these leading men will be much discussed and compared to the baggage of their Democratic opponents. Sadly, except in some kooky fringe groups, candidates from the minority parties will be largely ignored.
These four Republican contenders will each have a difficult time gaining the solid backing of leading conservative voters and party insiders.

W ASHINGTON | Months before the first votes are cast in the campaign of 2008, some in the media are conducting last rites for the Republicans. The rush to bury the GOP is as hasty as it is premature.
The headline atop Page 1 of a recent New York Times read, ?GOP Voters Voice Anxieties On Party?s Fate.? It sounded like the death knell for the party that has held the White House for 26 of the past 38 years. But the evidence was thin.
A New York Times/CBS News poll that included 698 self-identified Republicans found that 40 percent of them thought the Democrats were likely to win the presidency in 2008, while only 12 percent of the Democrats polled were ready to concede the next election to the opposition. That finding is hardly a surprise. A great many Democrats I know still have trouble admitting that their candidates lost to George W. Bush in 2000 and 2004.

As the 2008 presidential election nears, an unending stream of alleged leaders begin posturing for president. Official candidates on the left comprise of such human travesties as Biden, Clinton, Dodd, Edwards, Gravel, Kucinich and Obama. Candidates on the right include Brownback, Cox, Giuliani, Hunter, McCain, Paul, Romney and Smith. This list of fifteen consists of: 10 lawyers, one businessman, one Navy Airman, one physician and two are simply non-noteworthy politicians.
This is it folks. This is the best America has to offer - lawyers. The next leader of the free world is going to come from this rabble of boring individuals, the majority of which could think of nothing better to do in life than to become officially licensed by the state to know how the government works - the highest achievement for any bureaucrat.
Whomever the next president may be, he or she is going in inherit an enormous mess. Frankly, we can do without someone plea-bargaining his or her way out of foreign entanglements.

Congressman Ron Paul, R-Texas, announced his intention to run for the Republican nomination for president of the United States last week on C-SPAN's "Washington Journal" program.
Paul served as a U.S. representative in 1976 and from 1978 to 1984. Paul ran for the U.S. presidency in 1988 as a libertarian. In January, Paul formed an exploratory committee to look into running for president in the 2008 election, according to his Web site.
The former surgeon and current U.S. representative for the 14th Congressional District of Texas is widely known as an honorable politician and exception to the Gang of 535, said former Treasury Secretary William Simon.

Tomorrow marks the four-year anniversary of America's war with Iraq. The campaigning has begun for the 2008 United States Presidential election, with some candidates favoring the war; others are campaigning to bring U.S. troops home.
On March 24, 2003, Senator Hillary Clinton (D) gave a statement supporting the war in Iraq. "Right now our focus has to be on what is going on in Iraq and we have to stand united and provide every possible resource."
On February 17, she said, "I came back from Iraq more determined than ever to stop the president's escalation of troops into Iraq, and to start the long overdue redeployment of troops out of Iraq. The Iraq Troop Protection and Reduction Act that I proposed last month and introduced this week caps the number of troops in Iraq at the level before the President's escalation. It would be against the law to send more."

Hundreds of thousands of American troops already occupy Afghanistan and Iraq, a number that is rising as the military surge moves forward. The justification, given endlessly since September 11, is that both support terrorism and thus pose a risk to the United States.
Yet when we step back and examine the region as a whole, its obvious that these two impoverished countries, neither of which has any real military, pose very little threat to American national security when compared to other Middle Eastern nations. The decision to attack them, while treating some of the regions worst regimes as allies, shows the deadly hypocrisy of our foreign policy in the Middle East.
Consider Saudi Arabia, the native home of most of the September 11th hijackers. The Saudis, unlike the Iraqis, have proven connections to al Qaeda. Saudi charities have funneled money to Islamic terrorist groups.

If you're having too complacent a weekend, ponder this luscious, multifaceted quandary: Which is more diverting, the devious maladroitness of the Bush administration or some of the grasping attempts by candidates to replace it on Jan. 20, 2009?
Both for the White House and its liege agency, the Department of Justice, it looked more and more like meltdown as the week drew to a close.
Out on the campaign trail, John McCain is back on those buses, not quite the inevitable heir to the Republican presidential nomination he had supposed for lo these many months.

Ron Paul, who is the only constitutional Republican and a presidential contender, has this to say: Yes, Saddam Hussein is dead, and only Sunnis mourn. The Shiites and Kurds celebrate his death, as do the Iranians and especially bin Laden, all enemies of Saddam Hussein. We have performed a tremendous service for both bin Laden and Ahmadinejad (the president of Iran), and it will cost us plenty.
The violent reaction to our complicity in the execution of Saddam Hussein is yet to come. Three thousand American military are dead. More than 22,000 are wounded. We have spent $400 billion so far with no end in sight. It?s money borrowed from countries like China that increasingly succeed in the global economy while we drain wealth from our citizens through heavy taxation and insidious inflation. Preemptive, undeclared wars fought under false pretenses are a road to disaster. If a full declarat...

This week, the site will introduce a section dedicated to politics, with an emphasis on the 2008 presidential election. Called the Impact channel, it will be an online version of a town square, a collection of links to political MySpace pages that will make it easier for the site?s 60 million American users per month ? many of them from the traditionally elusive and apathetic youth demographic ? to peruse the personal MySpace pages of, so far, 10 presidential candidates.
The channel will be much like those on the site already devoted to music or video. By clicking into it and on the separate campaign pages, users will be able to read candidate?s blogs, view their personal videos and snapshots, and link to other sites that discuss pet issues. Then, theoretically, users will add their favorite candidates to their friends list, and their friends will add them, too. The campaigns will spread virally, in the 2008 campaign strategy of the moment.
Some observers believe that such efforts by MySpace and other social networking sites might make them influential among voters in 2008. Or, in tech language, such sites aspire to be the killer aps of this election cycle, reminiscent of what talk radio (particularly Rush Limbaugh) was in 1994, when it whipped up enthusiasm for the Republican landslide in the midterm elections, or what MoveOn.org was in 2004 when it emerged as a potent force to raise funds and drum up volunteers for the Democratic Party.

When about 1,000 Republicans gather in downtown Akron this month, they hope to garner national attention.
A straw poll will be the highlight of the annual celebration of the Summit County Republican Party, which takes place at 6 p.m. March 24 in the Quaker Station ballroom of the Crowne Plaza Quaker Square hotel.
It could be the biggest gathering of Republicans in Ohio this year and offer a glimpse of what an accelerated campaign season will bring.

It is no surprise that the subprime lender New Century Financial is in dire straits. "Lending to those with no documentation" is cause for concern ["Lender's woes worsen," Marketplace, March 14]. If other lenders, including banks, allow undocumented people to have accounts, when they blow off their payments, other customers pay the price. We will see higher prices for services and fewer lenders available. The circle will begin again with the cry that we must provide for those who can't manage their credit.
The discipline of following the law usually leads to pretty good outcomes. When businesses or individuals try to circumvent the legal standards we have Enrons and New Century. Watch for others to follow. Our biggest culprit is our own government, which allows undocumented people to freely access many services without documentation or questions.
Have you tried to cash a check lately without valid identification? Have you tried to open an account without two forms of picture ID? I bet your employer has asked you for a copy of your Social Security card when you were hired so they could fill out their I-9 form for your personnel file.

That finding is hardly a surprise. A great many Democrats I know still have trouble admitting that their candidates lost to George W. Bush in 2000 and 2004. They are still mentally counting votes in Florida and Ohio that they are convinced were overlooked.

The Times, which is not normally solicitous of Republicans' feelings, also reported widespread concern among those it interviewed ``that their party had drifted from the principles of Ronald Reagan, its most popular figure of the past 50 years.''

A debate on the right to keep and bear arms is found in dueling legislation by Rep. Ron Paul, R-Texas, and Rep. Carolyn McCarthy, D-N.Y.
Rep. McCarthy introduced a measure that would allow the federal government to ban "assault weapons" and any firearm it deems not suitable for a sporting purpose. It's a reimposition of the Clinton-era assault-weapons ban and much more.
Rep. Paul introduced the "Second Amendment Protection Act of 2007." The feds would be denied much of the power to outlaw gun models when officials think they don't serve a sporting purpose.
