AS long as Congress and its leaders are so unpopular - largely because they can't get anything done - they ought to do something that will be very unpopular in the short run but will vindicate them in the long run: raise gasoline taxes.
A hefty hike in gas taxes - better yet, in taxes on all carbon-based fuels - will accomplish far more than mandates and subsidies for what everyone claims to want: "energy independence" and "clean energy."
Carbon taxes would encourage conservation, fuel-efficient cars, development of alternative energy sources - and would provide funds for investment in energy research and infrastructure.

Texas gets blade-testing facility for wind turbines

HOUSTON ? A site on the Gulf Coast near Corpus Christi is set to become home to one of two U.S. testing centers for the next-generation of wind-turbine blades, a $20 million project that enhances Texas' position as the nation's leader in wind-generated energy.

ELLENSBURG — The wind blows so hard over these desert ridges that it topples outhouses. It whistles through the high steel towers strung with cables that carry electricity west to light the cities of Puget Sound.
The hills west of Ellensburg, then, would seem an ideal spot for giant wind turbines to help quench the Northwest's thirst for clean, home-grown energy.
Instead, they have become a battleground as Kittitas County officials and some locals square off against environmentalists and wind-power companies over putting towering generators near rural homes that dot these hills and valleys.

Every time I write about energy conservation, I get bombarded with e-mails from readers who accuse me of dastardly crimes against the planet.
They assume I live in air-conditioned splendor, that I recklessly squander gasoline by driving willy-nilly in an oversized luxury car and that I am a compulsive consumer who creates mountains of trash in order to feed some fundamental need to be on the cutting edge.
They're wrong.
